SBR has been designed to facilitate electronic integration of business interactions required to simplify government reporting requirements.
As a voluntary channel, SBR has a strong reliance on the support and efforts of software developers.
As part of our Software Developer Kit (SDK) we are providing a number of re-useable software API’s and a Reference Client to assist software developers in their efforts to interact with SBR. The use of these products is optional and developers can choose not to use these products and develop their own capability.
Following the release of “review and feedback” versions and resulting feedback, a revised Identity Management Client (IMClient) and associated components are now available. The IMClient is invoked when businesses using their software seeks to list, pre-fill, pre-lodge or lodge a report with an SBR agency via Core Services.
In addition, the Reference client file that provides software developers with a sample implementation file for Core Services 2010 is now available. The Reference client shows software developers how to package the XBRL documents into a SOAP message for transmitting to Core Services.
Due to the use of Open Source Software in these products there are licensing conditions applicable. To obtain a copy of all IMClient and Reference client components please contact SBRServiceDesk@ato.gov.au, and we will contact you to arrange agreement to the required licensing conditions and delivery of the products.

New components
The 17 December 2009 release includes the SBR taxonomy and components for the following forms.
- ACT OSR - Monthly payroll tax return
- NSW OSR - Annual payroll tax reconciliation
- NT Payroll tax annual reconciliation
- QLD OSR - Final Return/Nomination of designated group employer
- QLD OSR - Payroll tax periodic return
- SA OSR - Payroll tax periodic return
- TAS OSR - Payroll tax monthly return
- ASIC Notification of half yearly reports (7051)
- ASIC Financial report (FINRPT)
- ASIC Profit and loss statement and balance sheet (FS70)
To further assist software developers, a new Common Services Message Implementation Guide (MIG) for ASIC has also been developed to complement the MIGs for the individual ASIC reports.
Changes and updates to existing components
Following review and agreement by SBR agencies, the following documents have been updated:
In addition, a number of changes and updates to existing components are contained in this release as follows:
- State and Territory Revenue Office Payroll Tax Common MIG – Service usage matrices have been updated to reflect the latest Revenue Office Payroll Tax design.
- ASIC Form 388 – Following successful internal ASIC testing and Software Developer feedback, the MIG has been updated to better describe processes/interactions and error codes. The MIG has also been amended to include reference to the newly released of the ASIC Common MIG and Financial Report MIG.
Other items of importance
- On 18 December 2009 updated components for the Identity Management Client will be available. Changes will reflect the outcomes of feedback during the consultation period and resolution of several known defects.
- Following ATO testing, the ATO Activity Statement components are currently being updated. Prior to Christmas SBR will provide updates for the Activity Statement MIG, Message Repository, Schematron and Sample Messages. Software developer testing for the Activity Statement will commence from 19 January 2010.
- Finally, please note the new Standard Business Reporting Disclaimer and Conditions of Use. Access to, and use of SBR content is conditional upon your acceptance and compliance with these terms and conditions. Currently, the Disclaimer is triggered for each and every SBR product downloaded from the SBR website. This is an interim solution and will evolve to provide a better user experience.
