Changes and updates to existing components

SBR artefacts for the following forms have been updated, to take account of legislative changes or to provide additional clarification following feedback from software developers or to rectify defects identified during testing:

*WA Office of State Revenue Payroll Tax Periodic (legislative change update),
*ATO - Company Tax Return and schedules,(updated following further ATO testing),
*SRO VIC - Payroll tax annual return, (updated following further SRO VIC testing), and
ATO - Activity Statement (additional clarification information only).

* Developers will need to review work undertaken on these forms to ensure a correctly working solution.

Further details are provided below.

Additional clarification information on implementation issues are being added to the SBR Web Services Implementation (WIG) guide, these are expected to be released in August 2010.

Note there are NO technical change contained in the WIG.


1. Updates due to changes to Legislation

WA Office of State Revenue Payroll Tax Periodic

As foreshadowed on 27 May the following artefacts for the WA Office of State Revenue payroll tax periodic have changed as a result of legislative change. Namely:

  • MIG - WA Office of State Revenue payroll tax periodic
  • SBR AU Reports taxonomy - WA Office of State Revenue payroll tax periodic
  • WA Office of State Revenue response messages

The Conformance Suite and testing environment will be made available for this form in early August 2010.

2. Updates due to identification and resolution of defects

ATO - Company tax return

Following further internal testing, the ATO response messages and the following message implementation guides relating to the Company tax return (and associated schedules) have been updated to ensure alignment with SBR Reporting Taxonomies. 

  • Company income tax return
  • Research and development tax concession schedule
  • Interposed entity election or revocation schedule
  • Schedule 25A
  • Consolidated groups losses schedule 
  • Dividend and interest schedule

State Revenue Office VIC - Payroll tax annual return

With the commencement of testing of the SRO VIC - Payroll tax annual return the following artefacts were updated to ensure alignment with the SBR AU reports taxonomy and conformance suite. 

  • MIG - SRO VIC - Payroll tax annual return 
  • SRO VIC - Payroll tax return response messages


3. Enhanced documentation/clarification

Activity statement  

Following feedback from software developers implementing the Activity Statement, an addendum to the Activity Statement MIG has been issued to provide clarity on implementation issues.

Upcoming release of additional clarification

Web Services Implementation Guide

Following feedback from software developers the Web Services Implementation Guide will be re-released in August. The updates will provide additional clarification on implementation issues as opposed to introducing technical change. Updates include:

  • Updated use of terms such as MUST, SHOULD and MAY in this document in line with RFC 2119. In some cases, this will result in a change of wording to reflect the author’s original intent. 
  • Added the following fault codes.

  • Clarified from where the reason text should be derived in a fault returned to client software as a result of a fault being generated by an agency.
  • Clarified the expected handling by Core Services of env:Sender vs env:Receiver faults generated by agencies.
  • Clarified the need for clock synchronisation when using the Security Token Service.
  • Documented the handling of fault “Node” element values for env:Receiver faults generated by agencies.
  • Documented the error information that may be received from the Security Token Service.
  • Added additional clarification in regards to message connectivity testing.
  • Added additional clarification in regards to the addition of timestamps to messages.
  • Added additional clarification in regards to the values to be provided as part of the Software Information and its use as part of software self-certificaiton processes.
  • Provided guidance on a range of items associated with XBRL instance creation, including element ordering, meaning of IDs on contexts and units, provision of accuracy information and the handling of monetary units.
  • Replace references to the SBR credential with “AUSkey”.
