25 March 2010 release note
New components
The 25 March 2010 release includes the SBR taxonomy and components for the following forms.
In addition the SRO VIC - Payroll tax monthly return machine readable validation rules (schematron) are now available.
Changes and updates to existing components
A number of changes and updates to existing components have occurred. These are articulated below.
TAS OSR - Payroll tax monthly return – Updated Message Implementation Guide (MIG) due to:
- The movement of the List Outstanding and List Historic Services to the newly released “TAS SRO Payroll Tax Common MIG”; and
- Clarification of period start and end dates.
Software developer impacts: Minimal impact on software developers. The changes will improve clarity for those developers that pick up the material post 25 March.
WA OSR Payroll Tax Periodic – Updated MIG and AU Report due to:
- Introduction of “WA OSR Common MIG”;
- Message Type Text amended to remove version number;
- Pre Fill Periodic Service added to support Wage Adjustments; and
- The PaymentMechanism module used in the PreLodge Response, Lodge Request and Lodge Response of the Periodic has moved from the ReportingParty context to the GovernmentAgency context.
Software developer impacts: These changes eliminate known defects and will require software developers to review the changes to implement a working solution.
Queensland OSR Payroll Tax – Updated MIG and message responses due to the identification of incorrect error messages and the addition of new error messages.
Software developer impacts: Eliminates known defects (ie inconsistent and incomplete error list in MIG and XML) which will benefit the user experience. The changes will require software developers to review the changes to ensure correct alignment of messages.
Company Tax Return - Updated sample instance due to the identification of errors.
Software developer impacts: This will benefit software developers through the provision of a working example.
SBR AU Naming Convention – Version 03.00 of the SBR AU Naming Convention document is being released with the following updates:

Change to the structure of the document to make it easier to find the naming convention used for any given object. For example, the Foundation in the version 02.00 is decomposed by Datatype and Tech Schema in this document;

Inclusion of naming convention for objects not contained in the previous version of this document. For example naming conventions for folder, namespace and namespace prefix have been included for Datatype and Tech Schema;

Simplification of the naming convention notation by the use of less variables (see section 4). The following variables are no longer used: [a], [xxxx], [.variation], [hhh], [ssss], [qqqq];

Change to the naming convention used for Dimensions' namespace prefix (see section 4.2.2);

Removal of naming convention related to non XBRL items as this document covers the taxonomy only; and
-
Introduction of information classification level 2 physical partitioning [clvl3n].
Software developer impacts: This will not have any implications for mapping already done by developers. As the SBR Program moves forward, software developers will benefit from greater consistency in the naming conventions. Software developers should not be impacted by these changes provided that best practices are followed so that names and identifiers of XBRL resources and components are discovered through the taxonomy as opposed to being hard coded. They are encouraged to familiarise themselves with the new conventions and note any future re-releases of existing taxonomy reports will utilise the naming conventions.
SBR Forms in scope testing schedule – To reflect updated report testing dates.
SBR Message Reponses – Description of three new messages provided.
Software developer impacts: Minimal impact on software developers. The changes should benefit software developers by providing meaning to possible message codes.
Other items of importance
The SBR Program has scheduled a maintenance release for 22 April 2010. Key components of this release will include:
Updated components for the FBT Return, PAYG Withholding Payment Summaries and Tax File Number Declaration. Software developers should note no changes are envisaged to the taxonomy, rather changes centre around the MIG and validation rules, which will require updates to sample instances and conformance suites. As such current development/testing effort should not be impacted, however developers need to assess the impacts of this specific implementation.

Updated MIGs for the Company Tax Return and associated schedules due to some misalignment between the MIG and the Taxonomy. Once again the taxonomy is not envisaged to change.

Updated NSW Pay Annual Payroll Tax reconciliation components to add ‘GroupMember’ type to the list of available Report Party Dimension values to distinguish between reporting party context and group member context.

Updated ASIC Financial Report (FINRPT) components to ensure alignment with accounting standards.
