Released 21 October 2009

New components

The 21 October 2009 release includes the SBR taxonomy and components for the following forms:

  • NT Payroll tax monthly return
  •  SRO VIC - Payroll tax monthly return
  • QLD OSR - Payroll tax annual return


Changes and updates to existing components

In addition, a number of changes and updates to existing components are contained in this release as follows:

  •  SBR Forms in scope testing schedule - Updated to provide additional dates for software developer testing of various forms.
  •  SBR Self certification testing guide - Finalised and updated based on feedback on the "Draft for Comment" version released on 25 September 2009.
  •  Web Services Implementation Guide (WIG) – Some changes relating to alignment with the Identity Management Client released on 16 October, additional clarification based on feedback received and consequential changes as a result of finalisation of SBR Core services infrastructure. Full list of changes are incorporated in the change control table of the WIG.
  • Web Services Description Languages (WSDLs) – To minimise the need for re-releases of the entire WSDL package, the message samples, Web Services Policy files and security token service message samples have been separately packaged.  Please note the definition of the WSDLs has not changed as a result of this decision.
  • Identity Management Client (IMClient) – An incorrect sample code example was provided and has been corrected.

Identity Management Client - New components

The Identity Management Client (IM Client) to be used by software developers provides Application Program Interfaces (APIs), sample code and user guides for both .NET and Java.  The IM Client facilitates authenticated connectivity to Core Services for both test and production environments, for the following capabilities:

  • Key Store
  •  Token Request

Technical documentation for the Identity Management Client is included in the following files:

  • SBR Identity Management Client Overview
  • imclient-java SBR-SDK-V4 09 10 14 1625.zip – for Java developers
  •  imclient-dotnet SBR-SDK-V4 09 10 14 1625.zip – for .NET developers


Each zip file contains the following sub directories:

  • Readme.txt
  • Key Store
  • Token Request


Please note that sample code is embedded within user guides under the Token Request sub directory for both .NET and Java. The purpose of the sample code is to show how the two APIs work together to facilitate authenticated connectivity to Core Services.
Only the Token Request source code is provided in this release. The release of source code for the Key Store is under consideration.


ASIC Form 388 – Update to the material released in September


Following feedback from developers the following ASIC Copy of Financial Statements and Reports coversheet (Form 388) artefacts has been updated:

  • SBR AU Taxonomy;
  • SBR AU Report;
  • MIG;
  • Machine readable validation rules (schematron); and
  • Specific response messages.


As a result the commencement date of software developer conformance testing for the ASIC financial statements and reports – coversheet (388) has moved from 13 October 2009 to 6 November 2009.


 

Released 9 October 2009


A document listing known issues with the Activity Statement MIG released on 21 August 2009 is now available.

Fringe Benefits Tax Return - The machine readable validation rules are now available as foreshadowed on 25 September 2009.

The SBR Service Desk is ready to take calls from software developers on 1300 488 231 between 8.00 am – 5.00 pm AEDT.

New components

The September 2009 release includes the scheduled SBR taxonomy and components for the following forms as per the release schedule:

  • Pay As You Go (PAYG) Payment Summaries (5 forms) components
    • PAYG payment summary – employment termination payment summary data record
    • PAYG payment summary – superannuation lump sum payment summary data record
    • PAYG payment summary – superannuation income stream payment summary data record
    • PAYG payment summary – individual non-business
    • PAYG payment summary – business and personal services income
    • Tax File Number (TFN) Declaration components
    • Fringe Benefits Tax (FBT) Return components (please note the schematron will be made available in October)
    • Office of State Revenue Payroll Tax Lodgement components

    The SBR-Self-Certification Guide has also been released to provide advice to SBR agencies and software developers on SBR testing and self-certification of SBR-enabled software.

    Changes and updates to existing components

    In addition, a number of changes and updates to existing components have occurred. These are articulated below.

    SBR AU Taxonomy

    • The SBR AU Taxonomy has been extended to support the delivery of SBR AU Reports included in this release. The extensions contain a number of changes to data elements. These extensions must be used in conjunction with the 2009.02.00 release of the SBR AU Taxonomy.
    • A fix has been implemented to the 2009.02.00 SBR AU Taxonomy to consistently implement namespace prefixes (i.e. 02.02 replaced with 02.00) and entry points.

    SBR AU Taxonomy Architecture Document

    To improve clarity the naming conventions contained in the SBR AU Taxonomy Architecture Document have been moved into a separate document. Additionally, the following refinements have been made to naming conventions:

    • Inclusion of version in namespace prefixes where that information was missing from the last publication, in the format 'BB.ee' (where 'BB' is the baseline number and 'ee' is the extension number).
    • Supporting report [variation] in the naming of schema files.
    • Correction of spelling errors in file extension of linkbases, corrected from '.xsd' to '.xml' where necessary.

    The SBR AU Taxonomy Architecture has not changed.

    Activity Statement – The machine readable validation rules are now available as foreshadowed on 21 August. In addition, the AU Report has been updated due to:

    • Correction of the prefix number (i.e. 02.02 replaced with 02.00) and change to URLs for the machine readable taxonomy (to sbr.gov.au/taxonomy).

    Please note new ATO response messages have been released to reflect the release of PAYG, FBT and TFN.

    Copy of Financial Statements and Reports coversheet (Form 388) – The machine readable validation rules are now available as foreshadowed on 21 August and the SBR AU Report, MIG and specific response messages have changed due to:

    • Correction of the prefix number (i.e. 02.02 replaced with 02.00) and change to URLs for the machine readable taxonomy (to sbr.gov.au/taxonomy).
    • Fix to a missing file import (bafp01.xsd), as well as a number of other changes that have been bundled for this release. These are separately identified in the readme file published with the taxonomy.

    NSW Office of State Revenue Payroll Tax Monthly Return - The associated SBR AU Report and MIG have changed due to:

    • Correction of the prefix number (i.e. 02.02 replaced with 02.00) and change to URLs for the machine readable taxonomy (to sbr.gov.au/taxonomy).
    • Update for the Context A Specification, moving rules associated with period date to the context section within each message specification, and the addition of a List Historic Returns service.

    SBR Forms in scope testing schedule – The schedule has been updated to provide additional dates for software developer testing of various forms.

    Where components (eg MIG) have changed from the August 2009 release, a “marked changes” component and the revised versions have been supplied to assist with respect to identifying changes.

    Finally, SBR has moved an updated taxonomy to a new collaboration environment in September 2009. Please note all users will need to register for the new environment. Users will then be able to access the SBR taxonomy directly from the SBR downloads page.

     

    August 2009

    The August 2009 release included the scheduled SBR taxonomy forms and artefacts:

    • Activity Statement;
    • Copy of Financial Statements and Reports coversheet (Form 388); and
    • NSW Office of State Revenue Payroll Tax Monthly Return

    The release also included:

    • Re-structure of folders as result of changes in the modularity of the taxonomy; inclusion of SBR common reports
    • agency common reports, public modules and private modules, plus resulting changes in naming convention
    • Introduction of the SBR RSS (Really Simple Syndication) and Message Exchange Registry files
    • Introduction of SBR Versioning
    • Refinements of the Dimension and Tuples decision flowchart
    • Introduction of a modularisation strategy for implementing Dimensions
    • Split of ICLS large subject areas into multiple physical schemas
    • Improvement in the design of the SBR AU Reports as result of the above items
